Islamabad (PEN): In recognition of his exceptional contributions to nation-building, the Government of Pakistan has awarded Sultan Ali Allana, Chairman of HBL, the prestigious Nishan-e-Khidmat — one of the country’s highest civilian honors. The award was presented by President Asif Ali Zardari during the Pakistan Day Civil Awards Ceremony held at Aiwan-e-Sadr, Islamabad, on 23rd March 2025. He becomes the first Pakistani national to receive this distinction.
A Legacy of National Service and Economic Guidance
Sultan Ali Allana’s decades-long public service was commended for significantly contributing to Pakistan’s economic, social, and cultural development. A trusted advisor to the Government of Pakistan, he played a key role in economic policy and was instrumental in formulating the strategic plan that helped Pakistan exit the FATF Grey List.
Pioneering Microfinance in Pakistan
In 2001, he established Pakistan’s first private-sector microfinance bank, in close collaboration with the State Bank of Pakistan and the Ministry of Finance. Through HBL Microfinance Bank, he has facilitated economic empowerment for millions of low-income households, enabling financial inclusion and social upliftment nationwide.
Driving International Investment and Financial Innovation
As a member of the Economic Advisory Council, Sultan Ali Allana spearheaded several initiatives to attract global investment into Pakistan. Most notably, he played a central role in the creation of the Roshan Digital Account, which has significantly boosted remittances and investor confidence among the Pakistani diaspora.
He also led the way in expanding Pakistani banking operations into China, and in 2018, HBL became a member bank of the SCO-Interbank Association, enhancing regional cooperation under the Shanghai Cooperation Organization.
Championing Agricultural Development and Climate Resilience
Deeply committed to environmental sustainability and resource protection, Allana has prioritized agricultural progress. He established HBL Zarai Services, a specialized unit offering financial and advisory support to farmers. His leadership in agricultural finance is contributing to long-term food security and rural development in Pakistan.
His commitment to climate action was demonstrated during the 2022 floods, where HBL-led institutions played an active role in nationwide relief efforts.
A Decorated Career of National Recognition
The Nishan-e-Khidmat marks the third civilian honor conferred upon Sultan Ali Allana. He was previously awarded the Sitara-e-Imtiaz in 2006 and the Hilal-e-Imtiaz in 2023 for his enduring contributions to Pakistan’s growth and stability.
