ISLAMABAD (PEN) : The National Highways Authority (NHA) has announced a 50% surcharge on toll rates for vehicles without an M-Tag or with insufficient balance, starting *June 15, 2025*, as part of its push toward full digitalization of toll collection across Pakistan’s motorway network.
New Toll Rates Under Revised Policy
The decision, issued under Section 10 (2) vii of the *NHA Act 1991* (amended in 2024), is aimed at encouraging nationwide adoption of the *M-Tag electronic toll system*. The updated toll rates—with the 50% penalty included—will apply to multiple key motorway routes:
Islamabad–Lahore (M-2): Rs1,800 (car)
Lahore–Abdul Hakim (M-3): Rs1,200 (car)
Pindi Bhattian–Multan (M-4): Rs1,600 (car)
Multan–Sukkur (M-5): Rs1,800 (car)
D.I. Khan–Hakla (M-14): Rs1,000 (car)
Hassanabdal–Mansehra (E-35): Rs450 (car)
For larger vehicles:
2 and 3 axle trucks (Lahore–Islamabad): Rs7,900
Articulated trucks (Lahore–Islamabad): Rs10,200
These rates are applicable specifically to non-M-Tag and low-balance vehicles and reflect a significant cost increase compared to standard toll charges.
Motorways Covered Under the Policy
The revised rates will affect all vehicles on the following motorways:
M-1* (Islamabad–Peshawar)
M-2* (Lahore–Islamabad)
M-3* (Pindi Bhattian–Multan)
M-4* (Faisalabad–Multan)
M-5* (Multan–Sukkur)
M-9* (Karachi–Hyderabad)
M-14* (D.I. Khan–Hakla)
E-35* (Hassanabdal–Mansehra Expressway)
M-Tag Registration Encouraged
Motorists are strongly encouraged to register for M-Tags and ensure their accounts are sufficiently funded to avoid additional charges. The NHA has made M-Tag services available at major toll plazas and authorized centers across the country.

The 50% toll increase is part of the NHA’s broader strategy to implement a *100% M-Tag system*, aimed at reducing congestion at toll plazas, promoting contactless payments, and enhancing overall travel efficiency.
